A digital transformation strategy is a staged plan that ties investment in technology to named business problems, sets the order in which processes, systems and data change, and defines how each stage will be measured. In Zoosh Digital's view, for Irish and UK SMBs in 2026 the plan very often starts with the core business system that runs finance, stock and orders.
Digital transformation relates to investment in technology that drives change and leads to improved business operations, such as moving repetitive paper-based tasks to a digital platform with automation. Advances in technology mean a digitalisation project can be broad and related to any process and department. If the aim is for every aspect of the organisation to undergo digital transformation, the project should be divided into stages. Each stage should have a strategic plan to ensure success.
Where Irish and UK businesses stand in 2026
The EU's 2030 targets, set in Decision (EU) 2022/2481 establishing the Digital Decade Policy Programme 2030, ask for more than 90% of SMEs to reach at least a basic level of digital intensity and for at least 75% of enterprises to take up cloud, big data or AI. On 2025 data for businesses with 10 or more employees, Ireland is above the EU average on both measures and still short of both targets.
Ireland against the EU Digital Decade business targets, 2025 (enterprises with 10 or more employees)
| Indicator | Ireland 2025 | EU 2025 | EU 2030 target |
|---|---|---|---|
| SMEs with at least a basic level of digital intensity | 79.3% | 71.39% | More than 90% |
| Enterprises using at least one of cloud, data analytics or AI | 71.74% | 63.2% | At least 75% |
| Enterprises using AI | 19.64% | 19.95% | No separate target |
The figures are from the Commission's 2026 country report for Ireland; Eurostat measures the target's legal wording, “cloud computing services; big data; artificial intelligence”, as sophisticated or intermediate cloud, data analytics or AI.
The Commission's 2026 Digital Decade country report for Ireland notes Ireland's strong business digitalisation, then adds: “However, progress and wider diffusion among smaller and less digitally mature SMEs remain limited.” It recommends directing support “more explicitly towards SMEs with lower digital maturity”.
The Central Statistics Office reports that in 2025, 29.2% of small Irish enterprises used ERP software, against 78.7% of large enterprises (enterprises with ten or more persons engaged). That gap is consistent with Zoosh Digital's view that a smaller business's transformation very often starts with the core business system.
Ireland's 2022 strategy, Harnessing Digital, adopted the EU's 90% and 75% targets, as the Department of Enterprise, Trade and Employment's Digital Decade roadmap records. The Government has since published a new National Digital and AI Strategy, Digital Ireland: Connecting our People, Securing our Future, which announces an AI and digital literacy campaign for SMEs and an Observatory for Business AI Readiness.
The digital transformation strategy journey: five steps
A digital transformation strategy runs through five steps: define goals and scope, obtain buy-in from management, communicate and cultivate a digital culture, review processes and systems before selecting a solution, and measure and review. Used in order, the five steps work as a digital transformation framework, and the sequence of stages they produce is your digital transformation roadmap. Total digital transformation is a process with different phases.
Depending on the goal and who's running the project, a digital transformation strategy can cover very different projects. The scope can range from moving to new devices, to new cloud infrastructure, to investing in cloud-native application development.
Define goals and scope
Start with setting clear goals and scope: each project can tackle different types of digitalisation, such as devices, infrastructure, software platforms or data. They should be related to any strategic gaps within the business or address any challenges your employees may have in day-to-day processes.
For many SMBs in 2026, the software platform scope means the core business system, so your goal statement should say which processes that system must run and what stays outside it. Where the system is Microsoft Dynamics 365 Business Central, Zoosh Digital's guide to the four phases of a Business Central implementation shows how discovery turns that goal into a written statement of work.
Obtain buy-in from management
Gain buy-in from key stakeholders such as senior management, and have them involved from conception to implementation. Buy-in from managers is vital to a smooth transition process, as they will act as advocates for the changes and encourage support from their teams.
Communicate and cultivate a digital culture
Any digital innovation that alters processes will affect everyone within the business, so change management will always be a part of it. Not communicating creates uncertainty for employees. Transparency and clear communication are required, so be clear on the goals and objectives from the start and what business value that digital innovation will bring.
Zoosh Digital's published Business Central guidance is blunt: “Without structured onboarding, training, and clear communication about why the change is happening, user adoption is slow and workarounds reappear. The software works; the people route around it.”
Conduct a thorough review before selecting a solution
Before choosing a solution, take the time to review existing processes and systems in place. Speak to key personnel as they are experts in their area, discuss their challenges, what is needed and if they have any suggestions on what changes will provide the most business value. Afterwards, use the information to ensure projects defined will align with your company's overall digital transformation goal.
In research by Ipsos for the Department for Business and Trade (July 2025), the first two stages of technology adoption for UK SMEs, understanding needs and choosing a product, were “found by SMEs to be the most challenging”.
Where the solution is a core business system, your review can use The Zoosh ERP Readiness Indicators, which open: “In Zoosh Digital's experience, the following five patterns indicate that a business has outgrown its current stack and is paying an operational cost for staying on it.”
- Spreadsheets that overlap but do not sync.
- Month-end close as a recovery exercise.
- No reliable picture of stock.
- Invoices and orders reconciled by hand.
- Reporting is assembled, not generated.
The published rule is: “If three or more of the Zoosh ERP Readiness Indicators apply to your business today, the conversation is worth having.” If fewer than three apply, the first stage of your strategy is probably elsewhere, in devices, infrastructure or a single process.
Once the direction is set, it is time to look for a solution, and for a partner: Zoosh Digital's guide on how to choose a software development company sets out the criteria.
Measure and review
Technology is constantly changing, making digital transformation an ongoing process. For a core system the change is scheduled: Microsoft's documentation says Business Central gets two major updates a year, in April and October. In the beginning, be sure to define what the measurement would be, track the impact and make necessary improvements if required. Set that measure in the goals step, before you select a solution.
Not all initiatives will give immediate results: some will require an adjustment period, especially if they involve changes in daily processes. Zoosh Digital covers how to define and measure KPIs for a digital transformation project separately.
Why have a digital transformation strategy?
A digital transformation strategy decides the order of investment, so you spend on the problem you have instead of the tool you were shown first, and it gives each stage a measure. The key is to have a clear goal set out and a plan on how to achieve it.
A business-wide programme and a single project both need resources and time. Some of the main reasons for having such a digital strategy are:
- It helps reduce costs and consolidates existing processes and systems.
- Increased agility, robustness and process efficiencies.
- Streamlining and future-proofing operations.
- Improved collaboration and flexibility within the business.
- Fewer repetitive processes, for improved employee satisfaction.
- A route to grant support in Ireland: the Grow Digital Voucher expects a Digital for Business project report completed within the previous two years.
Results depend on what is digitised and in what order, and, as the Commission found, progress among smaller and less digitally mature SMEs remains limited.
Irish supports that can fund the first step
Irish SMEs have state supports for a first digital step, and their official pages were live on 5 October 2026, with no deadline stated and no statement that they are open for applications. Check eligibility on the official page before you rely on any of them.

Where Zoosh Digital fits, and where it does not
Zoosh Digital is a Microsoft Dynamics 365 Business Central implementation and technology partner based in Ireland, helping mid-market organisations across the UK, Ireland and Europe design, build and run ERP and bespoke software systems that fit how their people actually work.
Its method is co-creation, published as The Zoosh Way: Foundation, Design, Build, Evolve. Its Microsoft Cloud ERP design and implementation scope includes “Training and user adoption support”. On build against buy it is neutral: “Zoosh Digital builds bespoke software, builds Business Central extensions, and implements off-the-shelf Business Central. There is no single answer it is incentivised to sell.”
Where it does not fit: Zoosh Digital does not publish a standalone digital transformation consulting or change management service, and a marketing website or brand campaign belongs with a digital agency. If fewer than three of the Readiness Indicators apply to your business, the right first step may not involve Zoosh Digital at all.
FAQ
What is a digital transformation strategy?
A digital transformation strategy is a staged plan that ties technology investment to named business problems, sets the order of change and defines how each stage is measured. It runs through five steps, from goals and scope to measure and review.
Why is digital transformation important for a small business?
Irish SMEs still have ground to cover: on 2025 data for businesses with 10 or more employees, 79.3% of Irish SMEs had at least a basic level of digital intensity, against an EU 2030 target of more than 90%, and the European Commission's 2026 country report for Ireland found that progress among smaller and less digitally mature SMEs remains limited. A strategy decides the order of investment, so a small business spends on the problem it has instead of the tool it was shown first.
How do you create a digital transformation roadmap?
Split the work into stages and take each through the five steps in order. The sequence of stages is the roadmap.
How do you measure digital transformation?
Define your measure in the goals step, before a solution is selected, so there is a baseline. Then review the impact after each stage and adjust where needed.
What support is available for SME digital transformation in Ireland?
The main supports are the Grow Digital portal's free readiness assessment, the Local Enterprise Office's Digital for Business and Grow Digital Voucher, for businesses with up to 50 employees, and Enterprise Ireland's Access Advice: Digital Discovery, aimed at manufacturing and internationally traded services businesses and Enterprise Ireland HPSU clients, not every SME. As of October 2026 the official pages state no deadline and do not say they are open for applications, so check eligibility on the official page first.
Closing thought
The most useful output of a strategy is often a decision about what not to buy yet. If it would help to talk your plan through with Zoosh Digital, that conversation can include the version where the answer is that your first stage is not an ERP.
